China Increases Control on Rare Earth Element Sales, Citing National Security Concerns

China has introduced stricter controls on the export of rare earths and related processes, strengthening its grip on materials that are essential for producing products ranging from mobile phones to fighter jets.

New Sales Rules Announced

Beijing's business department declared on Thursday, claiming that overseas transfers of these technologies—be it straightforwardly or through intermediaries—to international armed entities had resulted in damage to its state security.

Under the new rules, state authorization is now mandatory for the overseas transfer of equipment used in extracting, treating, or reprocessing rare earth substances, or for manufacturing permanent magnets from them, specifically if they have dual use. The ministry clarified that such permission could potentially not be issued.

The latest regulations arrive in the midst of tense trade talks between the US and Beijing, and just a few weeks before an expected summit between the leaders of both nations on the sidelines of an impending international meeting.

Rare earths and rare-earth magnets are utilized in a diverse array of goods, from gadgets and vehicles to jet engines and radar systems. The country presently dominates approximately seventy percent of global rare earth extraction and almost all processing and magnet manufacturing.
